What do I do if my dog is lost or stolen ?

What do I have to do if I change address ?

You do the same as in the case of a change of owner, but you keep the passport.
You stick the final definitive identification and registration certificate onto pages 2 and 3 yourself, and you keep the postal card "Change of owner or change of address request - Notification of Death" in the passport.

How much does it cost to identify and register your dog ?

  • The cost of implanting an electronic chip or doing a tattoo is set by the person who carries out the operation (the vet or tattooist). This means there is no regulatory set price, and this cost is in addition to the registration charge explained below.
  • The cost of registrating the data is € 12.39 for a newly identified dog. The person who carries out the identification (vet or tattooist) makes the payment to ABIEC-BVIRH. So you pay this amount to him or her, not to ABIEC-BVIRH.
  • This is a one-off fee for the whole life of the dog. In paricular, if the dog already has an identification and reguistration document issued by ABIEC-BVIRH, you will not be asked to pay any more for any changes in your data (change of address) or those of the dog (sold or given away).

What do I do if my dog is registered with ABIEC-BVIRH but has no passport, and I would like it to have one linked to its identification number ?

You send the definitive identification and registration certificate to ABIEC-BVIRH along with proof of payment of € 5.00, stating that you wish to receive a passport.

You also have to pay the € 5.00 to our account IBAN : BE 11 0016 1520 0348 , BIC/SWIFT : GEBABEBB stating the microchip or tattoo number.

You will receive the personalised passport within the following week.

Attention ! In the case of dogs, identified and registrated before 7th June 2004, the passport is only obligatory if the dogs are travelling. 

What do I do if my dog has a new owner ?

The previous owner sends the card entitled "Change of owner or change of address request - Notification of death", after completing the new owner's data, to ABIEC-BVIRH (PB 168 BE-1060 Brussels 6). He hands over the passeport the new owner.

The new owner receives from ABIEC-BVIRH, within the next week :

  • a definitive identification and registration certificate in the form of self-adhesive labels to be stuck on pages 1, 2 and 3 of the passport ;
  • a card "Change of owner or change of address request - Notification of death". This card must be kept in the passport. It will be used to notify subsequent changes of address or owner.
  • when a dog moves outside the Belgian territory (change of address, change of responsible, …), no definitive certificate (the one that contains the labels to be stuck in the passport) is mailed to theresponsiblesof these dogs, living abroad. Theresponsiblesof these dogs need to register their dogs in their country of residence.

Is my dog properly registered?

Your dog has been registered by a vet or an approved association. They have new passports and provisional identification and registration certificates.

At the moment of identification, the identifier fills in the provisional identification certificate, stating the passport number clearly. The identifier sends the pink original and the yellow copy (there is no yellow copy anymore in the new version of the provisionalidentification certificate)of the document to ABIEC-BVIRH as soon as possible (no more than eight days after identification). Once filled in with at least the identification mark, the passport and the white copy are handed over immediately to the animal's keeper. The green copy is held by the identifier for at least one year.

With the presence of a yellow copy (old version provisional identification certificate)

In exceptional circumstances, the breeder of a dog may sell the animal without first having it registered, on condition that the destination is an approved establishment. In this case, the identifier sends ABIEC-BVIRH the pink original of the provisional identification certificate only, as soon as possible (not more than eight days after the identification).
The passport and the yellow and white copies are immediately handed over to the breeder. The green copy is held by the identifier for at least one year. Once the sale has been completed, the breeder fills in the reverse of the yellow copy with the details of the new owner and sends it to ABIEC-BVIRH as soon as possible.
If the dog's breeder does not sell the animal to an approved establishment within eight days following its identification, he / she must fill in the back of the yellow copy of the provisional identification certificate with his / her own data and send it to ABIEC-BVIRH as soon as possible.
In this case, the animal cannot be sold until the breeder has the definitive identification and registration certificate (label to be stuck in the passport).

With the absence of a yellow copy (new version provisional certificate)

In exceptional circumstances, the breeder of a dog may sell the animal without first having it registered, on condition that the destination is an approved establishment. In this case, the identifier completes the registration number of the buyer at the back of the pink original of the provisional identification certificate and mails this to the ABIEC-BVIRH as soon as possible (not more than eight days after the identification).
The passport and the white copy are immediately handed over to the breeder. The green copy is held by the identifier for at least one year one year after the identification.

In the course of the next week, the owner will receive:

  • a definitive identification and registration certificate in the form of self-adhesive labels to be stuck on pages 1, 2 and 3 of the passport ;
  •  a card "Change of owner or change of address request - Notification of death". This card must be kept in the passport. It will be used to notify subsequent changes of address or owner.

What do I do if my dog dies?

You return the card entitled "Change of owner or change of address request - Notification of death" after entering the date of death.

What does the Law say?

Since the Royal Decree of 17th November 1994, replaced by the Royal Decree of 1st June 2004, the identification and registration of dogs is obligatory.

What this means is that:

  • If a dog is born on your premises and you intend to keep it, you must have it identified and registered before it is 4 months old
  • If you intend to sell or give away a dog of any ages, you must first have it identified and registered
  •  If you buy or are given a dog, it must first be given an identification number and be handed over complete with nits passport

Is my dog properly identified?

Your dog must be identified either by an electronic chip (transponder) or by a tattoo. The electronic chip identification must be carried out by a vet.; the identification by a tattoo must be done by a vet or by a member of an approved association.

You can have your dog identified by means of an electronic chip AND a tattoo, but not by two electronic chips or two legible tattoos. 

Going on holiday with your dog. NOT WITHOUT ITS PASSPORT !!

Since 1st October 2004, you need to have a European passport to take your dog, cat, or ferret on your travels.

In Belgium, since 7th June 2004, dogs automatically receive a passport when they are given their identification.

In case of dogs registered before 7th June2004, ABIEC-BVIRH can provide a passport for € 5.00 €; follow the procedure below.

TO BE RETURNED TO ABIEC-BVIRH:

  • the registration stub with the wording «request passport»; if a change is required (e.g. change of owner, error in the address, etc.), you must also fill in this stub.
  •  a proof of payment of € 5.00. You have to transfer this sum to our account IBAN: BE 11 0016 1520 0348, BIC/SWIFT: GEBABEBB notifying the dog's identification number (chip or tattoo).

Who is responsible for the correctness of the data in the Dog's Register?

The responsible of the dog himself has to check the correctness of his personal data in the Dog's Register and has to report all changes and eventual correction.
